You only hear from politicians when there is an election in the offing and their perks and pay cheques are up for renewal, they will talk about everything and anything except their failed policies, so with that in mind I offer you, The English People a credible alternative:

Hopefully you will have browsed through the web site and agree or disagree with the content, if you have commented in the visitors forum at the bottom of each subject it will be there for all to see and taken notice of.


I am not proposing a new political party but a political Alliance of new candidates who will vigorously contest their parliamentary seat at the next General Election, a Herculean task? No just hard work for us and our country.


The task at hand is to find able people local to their constituencies who are knowledgeable of local affairs, local needs, political concerns and who are capable of representing those needs and concerns in parliament.


I declare that it is my intention stand as the next Independent Political Alliance Candidate in my home constituency of Ribble Valley Lancashire at the next General Election, if you are of a similar mind and serious about contesting the next General Election in your home constituency down load the documentation at the end of this page, it will help you understand more about the process and procedures you will have to go through, the documentation I have may not suit or be correct for your area please check with your local council and contact me if you are serious.


Candidates Guidance - Parliamentary


In relation to a Parliamentary election, candidate means a person who is nominated as a candidate at the election; or is declared by themselves or others to be a candidate on or after the day of the issue of the writ for the election, or after the dissolution or vacancy in consequence of which the writ was issued. In relation to an election under the Local Government Act candidate means a person having been nominated, or having declared themselves a candidate for election to the office to be filled at the election.


Qualifications


Any person, male or female, who is a Commonwealth citizen or citizen of the Republic of Ireland and is aged 18 or over and not otherwise disqualified, may be a candidate.


No person born out of the kingdoms of England, Scotland or Ireland or their dominions, is capable of being a member of either House of Parliament with the exception for those born of English parents. A person who is neither a British subject nor a subject of the Republic of Ireland is ineligible to be a member of parliament.


Duties of a Candidate


A candidate at any election other than for a parish or community council must appoint an election agent. The object of the law in requiring the appointment of an election agent is that the affairs of the election should be carried on in the light of day and that a respectable and responsible person, responsible to the candidate and to the public, should be there to do all that is necessary.


A candidate must consent to his nomination and must make a deposit of the required sum.


He must, if he intends to exercise his right to attend each polling station and/or the counting of votes, take due note of the requirements about secrecy.


The candidate (or his agent or persons authorised in writing by the agent) must authorise any expenditure with a view to procuring the election of the candidate and returns and declarations must be made.


A candidate may now pay any election expenses (excluding personal expenses) which were incurred, by hi in or on his behalf, where the payment falls to be paid before he appoints an election agent.


Rights of Candidate


Use of Schools and other Public Rooms


Subject to the following, a candidate at a parliamentary election is entitled for the purpose of holding public meetings to promote or procure the giving of votes at that election


1. for himself; or


2. if he is a candidate included in a list of candidates submitted by a registered political party at an election of the of the London members of the London Assembly at an ordinary election, towards the return of candidates on that list.


To the use free of charge at reasonable times between the receipt of the writ (or in the case of a European Parliamentary election the last date on which notice of election may be published in accordance with the election rules) and the day preceding the date of the poll ofa suitable room in the premises of certain schools and meeting rooms. I le may use, in England and Wales, county schools, voluntary schools and grant-maintained schools of which the premises are situated in the constituency or an adjoining constituency.


A candidate docs not have the right to use any room in a sixth form college.


Postage


A candidate at a parliamentary election is, subject to Post Office Regulations, entitled to send free of any charge for postage either one unaddressed postal communication, containing matter relating to the election only and not exceeding 60 grammes in weight.


Right to attend the receipt of postal ballot papers


The candidate may be present at the time of opening the postal ballot paper envelopes.


Right to visit polling stations


A candidate has a general right to be present in a polling station. He may be excluded if he misconducts himself and he may be ejected. He must not communicate any information which he obtained in a polling station, and must maintain and aid in maintaining the secrecy of voting.


May act as polling agent


A candidate may require the statutory questions to be put to the voters and may challenge any person whom he may suspect of personation.


May attend the count


The Candidate may be present at the counting of the votes.


Notice of Election


A Notice of Election is published by the returning officer. This notice must state -
the place and times at which nomination papers are to be delivered;
that forms of nomination papers may be obtained at that place and those times;
the date of the poll in the event of a contest;
the dale by which applications to be treated as an absent voter must reach the registration officer in order to be effective for the election;
the date by which other applications and notices about postal or proxy voting must similarly reach the registration officer.


There is no statutory form of Notice of Election.


Nomination of Candidates


At a parliamentary election each candidate must be nominated by a separate nomination paper.


The nomination paper must state the candidate's -
full names
home address in full, and
if desired, description


and the surname must be placed first in the list of names.


A candidates common name may be used, i.e. a single name, a shortened version of a forename, a professional or stage name, a name where initials are used or a married woman's maiden name which she retains in connection with her job or profession.


The actual name of the candidate must be used on all other items including imprints on election literature and the return of election expenses.


The description (if any) must not exceed six words in length, and need not refer to his rank, profession or calling so long as, with the candidate's other particulars, it is sufficient to identify him.


A nomination paper may not include a description of a candidate which is likely to lead voters to associate the candidate with a registered political party unless the description has been authorised by a certificate issued by or on behalf of the registered nominating officer of the party and it has been received by the returning officer at some time during the period for delivery of nomination papers.


Residence


Residence implies home. The full postal address of this residence should be used.


Subscription of Nomination Paper


A parliamentary nomination must be subscribed by two electors as proposer and seconder, and by eight other electors as assenting to the nomination.


The nomination paper must give the electoral number of each person subscribing it.


Elector means a person who is registered in the register of parliamentary electors for the constituency on the last day for publication of notice of the election. It includes a person shown in the register as below the voting age if (but only if) it appears from it that he will be of voting age on the date fixed for the poll.


No person to subscribe more than one nomination paper at the same election.


Signature


Means as normally signed.


Manner of Delivery and Deposit


Nomination papers must be delivered between the hours of 10 in the morning and 4 in the afternoon after notice of election and no later than the sixth day after the date of the proclamation summoning the new Parliament. Nomination papers must be submitted by cither the candidate himself, or his proposer, seconder or agent. The candidate or someone on his behalfmust deposit with the returning officer the sum of ?500 during the time for deliver)' of nomination papers.


The deposit may be either -
by the deposit of any legal tender or
by means of a bankers draft or
with the returning officers consent in any other manner.


The returning officer may refuse a bankers draft if he does not know the drawer carries on business as a banker in the UK.


Attendance at Nomination


No person is entitled to attend proceedings during the time for delivery of nomination papers unless -
a person standing nominated as a candidate or
the election agent, proposer or seconder of such person
If the candidate is his own agent then one other person may attend in place of his agent.


Consent to Nomination


A person is not validly nominated unless his consent to nomination-
is given in writing on or within one month before the dated fixed for last delivery of nomination papers
is attested by one witness and
is delivered at the place and within the time for the delivery of nomination papers.


Withdrawals from Candidature


A candidate may withdraw by notice of withdrawal signed by him and attested by one witness and delivered to the returning officer at the place and within the time for deliver}' of nomination papers.


Publication of Nominations


A statement showing nominations is published showing the persons who have been and stand nominated. Any other persons who have been nominated, with the reason they no longer stand.


The statement must show names, addresses and descriptions of the persons nominated and persons subscribing.


These must be alphabetically in the order of the surname. If more than one the same, use of the other names .
